Subversion 1.6.4 is now out in the wild. I haven't seen any announcements for this version yet. I have found the the CollabNet install package is the best one of the bunch. You can get it here:http://www.open.collab.net/downloads/subversion/

I just quashed a very bad bug with the command-line. It was preventing people from writing file chunks to disk.
